What Is Tier 1

Tier 1 is the foundational reading instruction delivered to all students in the classroom, typically taught by the general education teacher. It represents the core curriculum that should reach about 80% of students to proficiency. This is where phonics, phonemic awareness, fluency, vocabulary, and comprehension strategies are taught using evidence-based methods, often including structured literacy approaches like Orton-Gillingham for explicit phonics instruction.

Tier 1 in the RTI Framework

Tier 1 sits at the base of the Response to Intervention (RTI) pyramid. Tier 1 quality matters significantly for students with dyslexia or other reading disabilities. When Tier 1 instruction is weak, it's difficult to distinguish between students who struggle due to poor teaching versus those with actual reading disabilities. Schools are increasingly required to use dyslexia-specific screening tools (like the Dyslexia Screener or RAPID) as part of Tier 1 universal screening. Students with dyslexia typically need more intensive instruction even when Tier 1 is strong, but strong Tier 1 phonics instruction (including explicit multisensory techniques) provides a foundation for IEP planning.
